Blackouts planned to conserve energy

Cubans are in for an especially hot summer under an energy saving plan that could shut off air conditioners at work and require Saturday-morning blackouts at home. The plan, circulated Tuesday among government offices and state companies, also calls for large-scale vacations for government workers.

How come all the "workers' paradises" have power shortages? Have you ever seen satellite pictures of the Korean Peninsula at night? South Korea is aglow with light. North Korea is dark.

Here's an idea. Why doesn't Cuba implement cap and trade?

I wonder how long it will take with the Dims' war against coal for energy shortages to start showing up here? Oh yeah, they already have in the Peoples' Republic of Kalifornia.
