This is basically a big prison rape scenario those bastards in Washington have created. When you're new in the system, you're weak and powerless, so the big guys rape you. But hopefully you'll eventually join a gang and get some special interest status. Then when the new guy comes in, you get to do the raping. Ain't liberalism grand?
